This years topics:

Field Trial Marshalling - Bev typed out a nice "guidance" sheet and passed. This is available electronically

Discussed new Leadership for the Parent Club trial since Ed Faraci is stepping down as Chairman.  A warm Thank you went out to Ed and Esther for their years of dedication and work on the trial.


Discussed shortage of guns in the East, Ed Faraci  Jr. is working on developing new guns. Reminder that Gun Captains are to fill out Guns report at conclusion of trial and send to Mark Haglin.

Discussion of rotating clubs into Dec. to get away from Sept. trials. Idea was well received, but no one jumped to move their Oct. date to Dec. Maine was interested in moving to Nov. 4th, but the Maine BOD voted against it.

Suggestion to move IC meeting to warmer weather, was not well received, due to present meeting being close to the Parent Clubs BOG meeting in Feb.  Vote was taken to have 2 meetings One in summer and one in Jan.  The summer meeting is to pick Trial Dates.
 
Don Cande Memorial Trophy - Karen Koopman will help with the funds area, and Bob Ryan will take back to Frank Mackinson to Help Kevin Battistoni find a suitable Trophy. After Kevin was contacted, he would prefer to finish this up on his own.

Straw vote taken on the changes at the Nat'l Amateur regarding the Qualification date and to bring up at the BOG meeting in Feb.  Julie Hogan put together a letter about items that should be on the AGENDA at the Nat'l so as to make ALL clubs aware of Voting items to get a CLUB vote, not just individuals opinions.  Straw vote was to bring this up at the BOG.

The Apprentice Judging program was brought up and the Parent Club guidelines were read.

Call went out to see if we have enough support to hold a Judging Seminar this year.  If you are interested Please contact Tim Edwards.

It was also mentioned that this is a great way for a refresher course for the experienced Judges.

Once again a vote was taken that any club which moves their Trial date to Dec. and sustains a financial loss, the clubs from the Eastern IC will divide the loss between them to cover.  This vote is for ALL future trials held in Dec.

Please bring this up at the meeting for the East's opinion. As your Governor I would like to address this issue of bringing up "major decisions" (without any prior notice) at the delegates meeting and voting on them with out the delegates having a chance to talk to their respective clubs.  This is not the first time this has happened. Major decisions are listed in the National Amateur Resolutions, and changing the closing dates, and qualifying points, as well as judges requirements (we also voted to change the National judges qualifying, regarding whether or not they were currently running dogs in all age stakes), are listed among the major decisions.

The Board of Governors of the ESSFTA adopted the resolutions. The National Amateur is under the Parent Club, with a "hands off" policy, but clearly the intent of the resolutions is major decisions "based on the votes from sponsoring clubs". There is no specific statement that the clubs should be notified prior to major decision in order for their delegate to know the wishes of the club.  Traditionally we all expect the fee for the National and the number of points to qualify will be entertained each year at the delegate's meeting. This allows the clubs to instruct their delegate to vote the preference of the club.  Not knowing a major decision will be brought up for a vote until the delegate's meeting leaves the delegates to vote as they wish, not necessarily as the club wishes.  I also believe there were persons listed as delegates of clubs they did not belong to. What results is a backlash of objections from those not present, as we witnessed this year. I would like to present to the board (the field governors first, then hopefully with support the full board) to change the resolutions to require at least a 30 day notice to all sponsoring clubs what will be presented as a motion so that the clubs can instruct their delegates and/or pay their dues and send a delegate to represent them.  And/or make a change to allow someone to bring up something at the Annual delegates meeting they wish voted on by the clubs and arrangements for mail balloting could be made and would not have to wait a whole year to vote on the motion. The ESSFTA Board in #2. of the National Amateur Resolutions allows the Parent Club Board to make these changes.
 
Secondly if the changes are approved I would propose that these "July" qualifying date be voted on by all sponsoring clubs via mail as well as the qualifications for someone to judge a National. That way the clubs would have fair representation. It is not too late to change that motion. Our meeting is the last weekend in February and the Field Governors have a lengthy work day on Friday the 24th to discuss this, and hopefully bring it to the board for a vote on Sunday.

I wish I could be there to present this Tim, please do it for me.  I am ccing Ed hoping he will be at the meeting and am one of our Governors.

Field Trial concerns:
Care of Game; Agreed to show respect of game by keeping out of view and cooling of game- use of Ice Chests was suggested

Over use of Trial grounds- very limited space, but always looking for new grounds and will try for different areas

Inexperienced Bird Planters and Field Marshall’s Working on putting together a bird planting seminar /and Bev and Karen to work on Proper Field Marshall duties

Procedural errors and Oversights (apprentice judges – know the rules) 2 puppy stakes

I will put together a list of all who have taken the Judging seminar in the east and make it available for clubs to pick an apprentice if that club so desires.

Read letter from Julie Hogan with ruling from Parent club/AKC about 2 puppy stakes to be re-addressed at BOG meeting Feb 26th

First importance of OPEN all-age stakes- Read the rule from book and Open is to be run first.

Revising Starting Times- A starting time was changed at a banquet for the following morning. Agreed that this should not happen. Change in time should be mailed with running order.

AN observation was made that we are all just getting a little sloppy at our Trials and we should showcase our sport and all work together to put on quality events.

Move Fall dates back- Cocker Club has agreed to move their date to Dec.3, 4. This allowed others clubs to shuffle farther back. All clubs agreed that if conditions arise and that trial is cancelled that we will contribute so that club will not loose money on birds.

On Keystones Fall Date Paul agreed to call Chuck.

Go East on 44 toward Millbrook for almost a mile and a half.
Go left onto Rte 44A (toward Sandanona). Go just shy of 2 miles - and go left (North) on Stanford Rd.
Go one mile, and go left on Woodstock Rd (first left hand turn off Stanford).
Go a mile plus on Woodstock, Clubhouse (small block building) on the right.

East Interclub Annual Meeting 2004 Minutes

1. Roll Call: All clubs represented, with exception of Patriot Club.
2. Introduction of new ESSFTA Pres. & Field VP: Julie Hogan and Bob Nutt, respectively, will be installed in February at ESSFTA meeting.

4. Interclub duties:
 A. A Field Trial Management Seminar, sponsored by the Mid Atlantic Club, will be held tentatively in June. All clubs are encouraged to be represented by people comprising their field trial committees.
 B. Stand-Alone Water Test: Cent. Connecticut: July 18
 Maine: First weekend in August.
5. Inter Club Chairperson Election: To be held this summer. Frank Mackinson will not run for reelection. All clubs are encouraged to canvass members who might be interested in taking this position.
6. Updates from Julie Hogan, ESSFTA Field VP
A. Field Trial Information Management System: Still a few glitches. The program will be sent to clubs when all is right.
7. Old Business:
A. Don Cande Memorial Trophy: Frank Mackinson will get up to date info from Kevin Battistoni regarding the trophy, and will pass along progress report to all clubs.
8. New Business:
A. The annual ESSFTA trial banquet has been sparcely attended the last couple of years, resulting in a financial loss. All clubs are urged to encourage their members who are participants in the trial to try to make a better effort to attend this annual tradition. Otherwise, it will not be feasible to have banquet.
B. All clubs are encouraged not to double up on using the same location for trials during the season.
C. Conduct at trials was discussed, and duly noted that we all should be setting a good example of good sportmanship, and respect to our dogs and the game that we pursue. Frank Mackinson stated that issues such as this will be discussed at the Field Trial Management Seminar this summer.

7. Julie Hogan explained the set-up of the ESSFTA Information Management System for Field Trials. Julie received unanimous support from the East clubs. More info to follow.
7. Kevin Battistoni explained the “Don Cande Memorial Trophy Fund, which is set up to purchase a silver trophy to be awarded on a perpetual basis at the Amateur National each year in the name of Donald Cande, who passed away this past Fall 2002. To make a donation, please send checks to Kevin Battistoni at: P.O. Box 731, Millbrook, NY 12545, payable to the “Don Cande Memorial Fund.”
8. Upon a unanimous vote by the East Clubs, all clubs will donate $1.00 per entry in 2003 trials towards the Don Cande Memorial Fund.
9. Ed Faraci entertained discussion regarding using chukars at our Licensed trials. With much discussion pro and con, a straw vote was taken with all present at meeting. The results were:
Pro: 9 votes  /  Against: 19 votes  /  Abstaining: 2
It was agreed that this straw vote was not binding; it just gives a fair representation of clubs’ members’ feelings throughout East.
