Proposal to change judge selection procedure

The 2008 minutes, the presidents message and the treasurers report was accepted.

Don Mock presented his proposal for the 2010 Open:

Grounds are privately held property and held by the Peninsula Open Space Trust
in Pescadero, California.  Headquarters Comfort Inn, Half Moon Bay, California
Birds from Beck's Game Bird Farm, Modesto CA.

Point qualification remains at two points - A motion for 1 point qualification only for  FC titled dogs did not pass.

Closing date(s) will remain at 18 days prior to the NOC and 11 days only for those
dogs that did not qualify previously.  The possibility of the late closing being 8 days was discussed.

The entry fee will remain at $200.  It was noted that the average cost per dog is $275.  The fund raising events are what offset the costs and keep the entry fee at $200.

The Open nomination for the Hall of Fame Selection Committee is Dave Lorenz for a second term.

Mike Wallace commented on the process of judging selection.  He was part of the
committee that did the voting analysis and judges selection for NAC judges.
Based on their findings he recommended a two tier system as in the above
proposal.  After a lengthy discussion the proposal was approved with a minor
change.  The minor change (waiver of written notice  approved with a majority
vote) is in part c, Section 3 - Judges selection method under Article XI.  It reads c)
On or before May 31, each eligible voter shall forward to the Secretary
one ballot on which he has voted for up to four (4) individuals. 
(This was...has voted for six (6) individuals).

2009 FTC report given by Steve Beyer concerned the use of ATVs, the ability of
pros to rent an ATV for $75 a day and maps to the 1st and 2nd series available.

Paul McGagh helped to stake the course for the 1st and 2nd series.  He said
there were five courses with 18 to 20 flags per course with the flags about 50
yards apart.  We will run course 1, 3, 5, 2, then 4 to allow the bird planter,
Bruce Kephart, and the marshals to keep the trial moving.
