Delegates Meeting


 

Unofficial Observations of the NOC Delegates Meeting
National English Springer Spaniel Field Trial Association 2006

essft.com will be attending the delegates meeting.
We will be updating the agenda below as the meeting progresses.

Good morning.  It is 7:50 am and the delegates are rolling.  More to come 8:12 am, the meeting is just started and Bob is giving the ground rules.  Delegates have been given a paddle to vote.  A stenograph is keeping the minutes as we go and delegates may only speak one at a time, must state name and club.  Bob says if Bill Boeckman is to whine he must whine slowly :-)

Stay tuned:  Only delegates may participate.  Motions will be put on a overhead at the front of the room 

Bob was asked last year to look into buying permanent grounds.  At this time is cost prohibitive to puchase grounds, hire management to keep grounds in condition and pay taxes.  There would also be legal documents that would need to be drafted.  The recommendation is to lease grounds.  There is a great resource of available grounds that will provide suitable areas for Nationals.

Roll Call was conduted of the Delegates for this Special meeting.

The annual Delegates meeting will follow the Special meeting being currently conducted.

Notice of the the Special meeting was mailed to club contacts October 21, 2006.

If proposals are not put up for a motion, they will not be voted on.  They will be read and disucussed only.  Discussion will be held to 5 minutes in order to keep the meeting on track.  All proposals are available on the website at http://www.essft.com/2006noc/Agenda.html

Cathy Lewis represents the Southern Wiscon Sporting Spanial Club and its proposal.

Central States had two proposals and was represented by Dan Langhans.

Sportsmen Spaniel Club of Calumet had three proposals and was represented by Don Maue.  Proposals #2 and #3 were withdrawn and proposal #1 was revised.  Proposal #1 was revised to read the clubs would strive to submit the proposals to Mhari Peschel 3 months prior to the NOC meeting.

Bill Boeckman's proposal that the voting for the National Open Judges be done only by the individuals with qualifying dogs.  Mhari Peschel stated that the list is compiled of qualifying Open judges.  She then contacts the indivuals to enquire if they wish to remain on the list.  The list is then sent to the clubs and the current voting process proceeds.

The National Catalog Proposal:  The National Open catalog to be published after the National is conducted.  That would allow for complete results and information as well as congratulatory ads be published. 


Items to be voted on:

National Open dates starting with 2008

Motion:  National Open Championship dates on or after December 1st, effected 2008 and forward. 

   Opinions by various Delegates were heard. 

   Result for the motion above:  23 for, 26 opossed.  Motion Defeated. 

Motion:  National Open Championship start date be no earlier than November 1st any calendar year.

   Opinions by various Delegates were heard.

   Result for the motion above:  28 for, 20 opposed.  Motion Carried.
 

Qualifying Dates
Motion:  The closing and qualifying date be 18 days prior to the start of the National. 

   Opinions by various Delegates were heard.

   Result for the motion above:  21 for,  29 opposed.   Motion Defeated.

Motion:  The closing and qualifying date of 10 days before the starting date of the National Open Championship.

   Opinions by various Delegates were heard.

   Result for the motion above:  9 for, 37 opposed.   Motion Defeated.

Motion:  The closing and qualifying date of 18 days for dogs qualifying before that date, and additional entries for dogs initialy qualifying between the 18 day closing and 11 days before the start of the trial with no exceptions.

   Opinions by various Delegates were heard.

   Result for the motion above:  36 for, 15 opposed.      Motion Carried.


Qualifying Points
Motion:  The high point open dog from the beginning of the National in the preceding year tothe beginning of National in the next year.

   Opinions by various Delegates were heard.

   Result for the motion above:  32 for,     Motion Carried.

Motion: For purposes of calculating high point open dog for 2007 it will include all trials which qualify for entry for the 2007 National Open between October 25, 2006 and the 2007 National Open.

Opinions by various Delegates were heard.

Result for the motion above: 1 opposed   Motion Carried.

Motion: 1 point to qualify for next year's National.

Opinions by various Delegates were heard.

Result for the motion above: 29 for, 13 opposed.   Motion Carried.


National Open Catalog

Motion:  For the National Open Catalog to be published after the event to allow for recognition of placement and they will be mailed to each entry.

  Opinions by various Delegates were heard.

  Result for the motion above:  14 for,      Motion Defeated.
 


Permanent Grounds

Motion: That the Open National be supportive in exploring steps for possible acquitioning or leasing of land for springer field trials; that 4 representatives of the National Open be appointed during this trial by the incombent president be to available to serve on any task force or committee focusing on these matters; and that the 4 representatives have no authority to make any binding committment on behalf of the National Open without further actions of the National Open.

Opinions by varous Delegates were heard.

Result for the motion above: 40 for   Motion Carried.


Bylaw changes -  Voting  process change for  National Open Judges.
Motion: To waive the notice requirements for an amendment to the bylaws.

Result for the motion above: 20 for   Motion Defeated.

 

Motion: To elect David Lorenz to serve on the Hall of Fame nominating committee for a term of 3 years.

Result for the motion above: Motion Carried.

 

Motion: To approve presentation by Don Brunn to hold the 2007 National Open Championship beginning November 12, 2007 in the Owatonna, MN .

Result for the motion above:  Motion Carried.

 

Motion: To end the Special Meeting.

Motion carried leave the entry feas at $200.

Motion defeated to have the annual delegates meeting for 2007 to be held at 4pm on November 11, 2007.

Motion carried to have the annual delegates meeting for 2007 to be held at 8am on November 11, 2007.
