** A request has been
made to discuss a change in the timing of
announcing the judges. A change in the timing of the announcement
requires an amendment to the Article IX, Section 4 of the
By-Laws.
To amend the by-laws at this meeting requires that two-thirds of the
delegates
with proper quorum vote to waive the requirements of Article XIII ,
Section
1 ( the notice provisions). An amendment to the by-laws could
then
be approved by a majority vote of the delegates.
